Do you have access to current country-conditions evidence — State Department reports, news articles, expert testimony — supporting your claim?
The country-conditions packet is the *objective* prong of asylum and the most decisive piece of the file the IJ reads. Required: most recent State Department Country Reports on Human Rights Practices and International Religious Freedom Report, USCIRF reports, Human Rights Watch and Amnesty International reports, peer-reviewed academic articles, country-specific NGO reports, and an expert witness declaration from a credentialed academic or in-country journalist. The asylum office and IJ both read country conditions before the merits — a thin packet often loses cases on factually supported claims.
Context & Examples
Real example — Hugo, Venezuela → Sacramento. We built Hugo's country-conditions packet to 247 pages: 2024 State Department report, USCIRF Tier 1 designation, three Human Rights Watch reports on Maduro-regime political persecution, four academic articles on Venezuelan dissident harassment patterns, three Caracas-based NGO reports, an expert declaration from a UC Berkeley political science professor specializing in Latin American authoritarianism, and 14 contemporaneous news articles. Asylum granted at his individual hearing without follow-up RFE.
Horror story — same nationality, no expert. A pro se Venezuelan applicant in 2023 submitted only the State Department report (downloaded the day before the hearing). The IJ asked, "What's specifically dangerous about returning to your home neighborhood in Maracaibo?" Applicant could not answer with specificity. IJ found the country-conditions evidence insufficient even though credibility was not in question. Asylum denied; CAT only granted (no path to LPR).
