What does the 2026 naturalization civics and English test cover?
INA § 312 requires every naturalization applicant to demonstrate (a) the ability to read, write, speak, and understand ordinary English, and (b) knowledge and understanding of U.S. history and government. The current test in 2026 is the 2008 civics test — a 100-question study list from which the officer asks 10 questions, and the applicant must answer 6 correctly to pass.
What the English component actually tests
- Speaking — assessed by the officer's interaction with the applicant during the interview itself. Plain conversational English about the application.
- Reading — one of three sentences must be read correctly out loud from the 96-word USCIS reading vocabulary list.
- Writing — one of three dictated sentences must be written correctly from the 79-word USCIS writing vocabulary list.
The age-and-residency exemptions
- 50/20 rule — applicants 50 or older with 20+ years as LPRs are exempt from English (still take civics in their native language).
- 55/15 rule — applicants 55 or older with 15+ years as LPRs are exempt from English (still take civics in native language).
- 65/20 rule — applicants 65 or older with 20+ years as LPRs get a simplified 20-question civics test (with only 6 correct required) in their native language.
Medical waivers (Form N-648)
A licensed medical professional can certify that a physical or developmental disability or mental impairment prevents the applicant from learning the civics or English material. The N-648 is rigorous — vague diagnoses are routinely rejected — but a well-documented medical disability fully exempts both tests.
The 2024 redesign that was paused
In late 2023 USCIS proposed a redesigned test with multiple-choice civics questions and a picture-based English speaking component. After public comment the agency paused implementation. The current test in 2026 is still the 2008 version. We monitor USCIS announcements monthly and re-time filings if a redesign rolls out.
How we handle this
The N-400 cover letter identifies any applicable age or medical exemption up front so the officer is prepared. For 50/20, 55/15, and 65/20 cases, we file with the proof of LPR-tenure already attached. For N-648 cases, we work directly with the treating physician to draft the form so it survives the heightened scrutiny. For test-eligible applicants, we walk through every USCIS practice question in the interview-prep session — not so the applicant memorizes them, but so the experience of the interview is familiar by the day of the exam.
